The Division of Biological Sciences is one of the largest and most complex academic division on campus, with an annual budget of approximately $119M, 110 permanent faculty FTE, and undergraduate enrollment which averages over 19,000 per semester. It is also among Berkeley's most exciting divisions; biology is in a period of rapid and revolutionary change and the pace of discovery is increasing at an unprecedented level. In addition to the departments of Molecular & Cell Biology and Integrative Biology, the division is home to the Innovative Genomics Institute, the Center for Emerging and Neglected Diseases, and the Cancer Research Laboratory. The division also houses the Physical Education Program. The Assistant Dean for Finance and Administration serves as the Chief Administrative Officer (CAO), Chief of Staff, and Chief Financial Officer for the division.
As Chief Administrative Officer, the Assistant Dean is responsible for overseeing the general operations of the division, partnering with divisional and departmental leadership to achieve strategic objectives, and implementing administrative policies and procedures. The Assistant Dean represents the division at the campus level, brings matters of concern to the attention of campus leadership, and ensures managers are kept informed of campus initiatives, policy changes or any other activities that may impact their units.
As Chief of Staff, the Assistant Dean provides strategic guidance, advising and decision support to division leadership on matters related to short- and long-range strategic and resource planning and high-level analyses of new program development. The Assistant Dean also coordinates the activities of divisional staff engaged in a range of functions and supports the launch of new programs and initiatives.
As the division's Chief Financial Officer and Divisional Finance Leader (DFL), the Assistant Dean manages the development and execution of the division's multi-year and annual budget, advises the dean on key budgetary decisions and advocates for the needs and priorities of the division. The Assistant Dean partners with division and departmental leadership to increase revenues and optimize the utilization of available resources.
Organizational Strategy and Executive Advising
Serves as Chief of Staff and coordinates the activities of the divisional leadership team to achieve the dean's strategic objectives.
Advises division and department leadership on financial and administrative policies and strategies as they affect their units and devises creative approaches to resource allocation and management that enable them to accomplish their programmatic objectives.
In collaboration with the deans, chairs, directors and managers, determines and establishes organizational structures and supervisory relationships for new programs and/or restructuring activities.
Directs the complex planning process of the development and execution of the division's multi-year and annual budget plans.
Develops processes and criteria for the review of departmental and divisional administrative and financial plans.
Provides guidance to academic leadership regarding funding, new venture development and other resource acquisitions.
Advises dean and chairs on revenue opportunities and serves as point for development of professional degree supplemental tuition rates.
Advises deans, chairs, directors, faculty and staff on complex and challenging issues involving campus policies, risk, legal, Title 9, research compliance, intellectual property, etc.
Participates in leadership transition planning; acculturates new deans and chairs in college and campus policies and procedures, prepares orientation materials for academic leadership.
Keeps abreast of developments in higher education funding, research administration and teaching in order to provide the dean with broad perspective across the Campus.
Administration and Finance
Makes recommendations and implements decisions on issues (operational and budget processes and management, staff FTE, finance, human resources and space/facilities planning) that have division-wide impact.
Consults with the department managers to improve departmental management structures and operations across the division.
Develops strategies, policies and procedures to optimize efficient utilization of available resources.
Ensures departmental compliance with campus, college and divisional policies and procedures in all functional areas for the 17 L4 departments.
Serves on select hiring committees and makes recommendations for the selection of division, department, and center manager positions and senior finance staff.
Manages divisional performance review and merit processes.
Advises academic unit leadership on complex performance management issues.
For labor relations matters, formulates Step 2 or next level response for grievance process on behalf of the dean.
Provides mentoring, training, and professional development opportunities for division and department staff.
Manages the annual budget process for the departments and programs in the division.
Monitors division and department adherence to approved budgets, implements key financial controls across the entire division, and ensures compliance.
Oversees recharge research support facilities.
Analyzes departmental funding requests against other critical commitments in the division and advises the dean on key budgetary decisions, e.g., allocating campus support, aligning resources, making budgetary trade-offs to meet the division's strategic priorities.
Manages the dean's divisional resources which include a wide range of funding sources, and develops strategies, policies and procedures to optimize utilization and efficiency.
Resolves complex financial issues within the division.
Serves as the primary liaison with Berkeley Regional Services for the academic and staff HR functions, procurement/travel and entertainment, research administration and IT functional areas.
Represents the division and its departments with central units including the Controller's Office, Financial Planning & Analysis, Capital Strategies, OPA, Berkeley Regional Services, Facilities Services, Human Resources, Space Management, Graduate Division, and others. Escalates issues for resolution.
Campus-level Leadership and Coordination
Serves on high level campus administrative committees and task forces as an academic administrative subject matter expert.
Represents the division at various campus level administrative forums and represents the departments with regard to policy formulation and implementation.
Interacts frequently with high level campus leaders to implement the strategic objectives of the division. Required Qualifications

Bachelor's degree in related area and/or equivalent experience/training Preferred Qualifications
Advanced knowledge of UC policies, procedures and practices, or equivalent knowledge.

This is an exempt, monthly paid position. Annual salary is commensurate with experience.
