The Senior Equity & Faculty Affairs Specialist is a full-time administrative position reporting directly to the Assistant Vice President (AVP) for the Office of Institutional Equity (OIE) and Title IX Coordinator. This position will also have a dotted line to the Vice President and Associate Provost for Faculty Affairs, thus will be acting on behalf of the Provost's Office. The Senior Equity & Faculty Affairs Specialist will manage all the cases of faculty misconduct and grievances. In addition, this position will work closely with the AVP to ensure compliance with relevant federal and state laws and university policy and be a resource for faculty who are experiencing faculty relations issues or difficulty in their departments. This position will also assist the campus community to maintain collegiality and a positive work environment, including among all the faculty, which numbers over 1000, and for all staff and students who are supervised by, or work with, faculty. This position will share responsibility for managing the day-to-day responsibilities associated with Title IX, Title VII and other regulatory complaints of harassment and discrimination. This includes intakes of relevant information, conducting investigations, documenting interviews, implementing interim measures, offering measures of support, preparing comprehensive investigation reports, and maintaining records required for compliance with federal and state laws and university policy. Will work with the AVP of OIE and Associate General Counsel to ensure that documentation conforms to compliance policies and regulations. This position will act as a fact finder and recommend conclusions in concert with the AVP of OIE. Specific Responsibilities include:
Working with departments or individuals when concerns, issues, or disagreement arise to avoid development and escalation of serious issues in the workplace. Identify potential issues proactively and provide solutions before they are unmanageable and out of line with our positive work environment. Provide options for faculty members, staff or students struggling with issues or concerns related to behavior of a faculty member. Case Management:
Receive and process inquiries and complaints from the campus community and third parties, with a focus on complaints that come in from or about faculty members, in a timely manner, providing a fair and neutral process for both the complainant and respondent.
Develop and implement a case management plan for each assigned report or complaint.
Collaborate with other campus offices, as needed, to coordinate and execute in a timely manner the University's response and investigation of complaints as pursuant to University policy and procedure.
Maintain accurate and thorough records and notes of case management process.
Work with Resource Coordinators to facilitate accommodations, interim measures, and support services, as appropriate for participants. Investigation Management:
Serve as investigator for cases alleging discriminatory and sexual harassment including: sexual assault, sexual misconduct, dating violence, domestic violence, stalking, conduct that creates a hostile environment, as well as intimidation, retaliation, and no contact order violation allegations, with a focus on complaints that come in from or about faculty members.
Develop an investigation plan for each assigned case in order to gather relevant evidence.
Contact all involved parties and interview the impacted complainant(s), respondent(s), and relevant witnesses.
Act as a neutral party through all aspects of investigation and ensures a prompt, fair, and neutral process for all parties.
Ensure a well-documented investigative process through maintenance of accurate and thorough records and notes of investigatory process, including file preparation.
Create comprehensive written investigative reports for the Assistant Vice President of Institutional Equity that clearly identify the issues investigated and summarizes the evidence.
Provide periodic, timely updates regarding the status of complaints received and investigations in progress to appropriate staff. Additional Responsibilities
Conduct campus training on sexual and discriminatory harassment as needed.
Coordinate Alternate Dispute Resolution efforts in assigned cases.
Assist with annual review of policies and procedures in order to continuously identify and integrate best practices in the investigation and case management process and advocate for improvements.
Assist with the development and implementation of a comprehensive university training program for faculty, staff, and students.
Position includes occasional night and weekend responsibilities.
Minimum Qualifications: Doctoral degree required JD preferred. Minimum 3 years of progressively responsible experience in a related field. Must have Title IX experience in higher education. Knowledge and direct experience with issues related to discriminatory harassment, sexual harassment, and gender based violence. Knowledge and direct experience with mediation, alternate dispute resolution, and/or restorative justice practices. Experience interviewing complainants, respondents, and witnesses. Ability to engage in complex issue-spotting and problem-solving. Strong written and oral communication skills, interpersonal and relationship management skills, and organizational and computer skills. Ability to remain neutral and maintain a high degree of confidentiality. Ability to understand, interpret, and apply applicable laws and policies. Ability to devise and implement procedures for the conducting of investigations and case management. Ability to work in a fast-paced environment managing multiple priorities while meeting deadlines. Knowledge of and direct experience working with diverse populations, counseling skills, and interpreting federal regulations.
