Position Summary: The California Digital Library (CDL) is a collaborative effort of the ten campuses of the University of California to provide transformative digital library services, grounded in campus partnerships and extended through external collaborations, that amplify the impact of the libraries, scholarship, and resources of the University of California. As a UC systemwide library, CDL provides services to and on behalf of the UC system in partnership with the UC campus libraries. As a globally-connected digital library, CDL occupies a unique position between local UC campuses and global digital library infrastructure. CDL is a unit within the UC Office of the President with a staff of 70+ located in Oakland, CA.
CDL's Collection Development and Management Program is engaged in a major multi-year effort to transform its licensing activities to support a more open scholarly communication environment. The Assistant Director for Systemwide Licensing will be a key collaborator in these efforts by leading and managing systemwide licensing activities for digital scholarly content worth in excess of $45 million on behalf of the University of California Libraries and UC-affiliated national laboratories, including oversight of all phases of licensing activity from inception through acquisitions and life-cycle management. Working in a highly team-based environment and in collaboration with the Associate Executive Director / Director of Collection & Development Management, the Assistant Director manages and provides strategic and operational direction to a distributed licensing and collection services staff of 12+ FTE in two primary locations (Oakland and UC San Diego), facilitates collective decision-making across the UC library system, and advances the interests of CDL and the UC Libraries through collaborative leadership and professional engagement at the regional and national level.

Leads and oversees UC systemwide licensed content negotiations with publishers and other content providers for digital scholarly content worth in excess of $44 million on behalf of the University of California Libraries and UC-affiliated national laboratories, including direct responsibility for approximately $9 million in CDL content expenditures, and ensures outcomes that produce significant efficiencies and cost savings for the UC Libraries and other clients of CDL's licensing services.
Both directly and in collaboration with UC Libraries collection managers and librarians and through coordinated effort of the CDL licensing team, develops negotiating tactics and strategies, options, and fall-back positions.
Oversees effective electronic resource management strategies, systems, and workflows. Rationalizes and transforms licensing activities and investments in light of emerging business models and trends in scholarly communication, including open access developments. Establishes, recommends, and promotes licensing policies, standards, and procedures that advance the UC Libraries' mission-based goals and operational effectiveness. Provides broad strategic and policy advice to the Associate Executive Director / Director, Collection & Development Management regarding all aspects of collections licensing, electronic resource management, and contract administration.
Works closely with colleagues in other CDL programs and with UC campus librarians to further CDL and UC Libraries' licensed content and scholarly communication goals and strategies.
