Departmental Overview The Division of Equity & Inclusion (E&I) provides leadership and accountability to resolve system inequities for all members of UC Berkeley through engaged research, teaching and public service and by expanding pathways for access and success and promoting a healthy and engaging campus climate. E&I was created in 2007 to increase access, excellence, and inclusion for students, staff and faculty at UC Berkeley. The anticipated outcome of these efforts is to enhance the campus experience for all students, staff, and faculty with a respect for diverse personal experiences, values, and worldviews that arise from differences of culture and circumstance including race, ethnicity, gender, sexual orientation, age, language, socioeconomic status, geographical context, and abilities/disability. More than 40 programs and initiatives split among 7 units within the Division touch every aspect of campus life. Over 50% of the E&I Division's $37M annual budget is from extramural sources including government and private foundations, donors and sales & services.
The Division of Equity & Inclusion programs include educational access and outreach programs for K-12 and community colleges; academic, social-emotional, cultural and holistic support programs serving UCB undergraduates and graduate students; and programs and initiatives aimed at promoting belonging and community among students, staff and faculty on the Berkeley campus. All programs and services are designed to advance equity, belonging, and diversity for students, faculty and staff.
The Divisional Finance & Project Policy Manager (FPPM) reports to the Chief of Staff and has overall responsibility for financial and business services, program quality reviews and analysis, and special project execution for the Division of Equity & Inclusion. The FPPM provides strategic advice and recommendations for management of division-wide financial analysis, controls and budgeting, budget development processes, design and update of divisional budget handbook, business services, and program implementation in alignment with budget plans. The position executes business and financial projects in collaboration and consultation with the Vice Chancellor E&I, Chief of Staff and Divisional HR Manager. Additionally, the FPPM has primary supervision for overarching business and financial projects of the divisional financial analysis team; provides analysis and guidance on the financial implications of human resource planning; and provides high-level analysis and support to the Vice Chancellor and Chief of Staff on special projects/initiatives. The FPPM directs the workflow of financial analysts, provides financial guidance to program directors and contributes directly to projects of major strategic significance to the Division with the Vice Chancellor, Chief of Staff, Core Leadership Team, and Unit Managers/Directors. The FPPM will develop a comprehensive understanding of the Division's structure and mission as well as financial and HR needs in order to serve as a key contributor in formulating the Division's planning in these key areas.
Serves as Divisional Finance Leader (DFL). Advises on strategic budget allocation; oversees analysis and policy development for campus-wide funding issues and budget processes, resource allocations, and funding models. Leads and implements the budget process for the Division in coordination with the VCEI, Chief of Staff, and divisional budget and finance staff.
Provides oversight and management of the financial professionals who support divisional units and programs through direct supervision and team leadership. Responsible for maintaining integrity of E&I budget systems through supervision and oversight of budget through finance staff, including hiring, training, scheduling assignment of duties, and performance management. Completes performance reviews of direct reports and provides input to supervisors of other members of the divisional finance team. Provides training and professional development opportunities. Leads regular meetings of the finance team.
On behalf of E&I, is responsible for ensuring the Division is effectively engaging with campus budget systems. Projects and advises on the impact of budget changes on program delivery and services, and develops plans to accommodate them. Formulates strategic plans to recommend distribution of current resources, to obtain new resources, and to respond to either budget reductions or allocation of new funds.
Provides expertise and coordination with campus Research Administration (RA), Business Contracts & Brand Protection (BCBP), University Development & Alumni Relations Office and Berkeley Regional Services. Oversees security, systems access and policy compliance for E&I and is responsible for divisional business continuity plan.
Creates and updates annual budget development handbook and hosts budget seminars periodically. Works in collaboration with the Divisional Human Resources Manager to advise and coordinate strategically on behalf of the Division and its component units in key areas where finance and human resources intersect. Examples include analysis related to position authorization, quarterly compensation expense reviews, financial impact analysis of salary actions and implementation of UC path functions performed by E&I finance team.
Regularly meets with the Vice Chancellor, Chief of Staff, AVCs and Unit Managers/Directors on matters concerning the functional areas of all Business and Financial Services in the Division which includes 7 units comprised of 40+ programs. Represents the Division on matters related to these functional areas including as the key liaison with Berkeley Regional Services and the Campus Budget Office.
On behalf of the Division of Equity & Inclusion, the Vice Chancellor, and the Chief of Staff/AVC, assumes a variety of responsibilities with campus-wide impacts, such as make recommendations for E&I space use and allocation. Involved in advising on E&I strategic initiativesdeveloping, modifying, and executing recommendations/policies which potentially affect business operations and may also have campus-wide effect. Serves on high-level campus or UC system-wide committees and task forces as assigned by supervisor.
Performs special projects directed by Chief of Staff, analytical studies on a wide variety of policies, programs and issues which are complex in nature. Designs and collaborates with unit managers/directors to performs program quality reviews of all 40 programs; Researches and drafts complex proposals, reports, briefings, executive summaries, and talking points. Develops, implements and manages high-level, collaborative initiatives, projects, community engagement processes and cross-functional teams to address institutional transformation and strategic planning on critical issues. May staff high-level committees.
Participates with high-level management in strategic thinking and planning in policy and programmatic domains. Develops proposals and recommendations to address issues and implement solutions in alignment with strategic goals.
Professional development; keeps up with trends in higher education. Attends meetings and conferences.

Advanced knowledge of financial policy, practice and systems, including fund accounting, external financing, cash flow operations, long-range planning, business operations, human resources planning and strategic planning methods and techniques.
Advanced knowledge of human resources policies, practices, and systems as well as state and federal law and current practices on the UC Berkeley campus or the ability to learn.
Advanced and demonstrated ability and experience in successfully supervising and leading departments where collaboration, diversity and various knowledge and skill sets are effectively utilized.
